This button would update the model to the current version, and will require a comment describing the changes.
Effectively all this is is revoking and then resubmitting the model, however it is much clearer from the mapper's point of view and requiring a comment will be much appreciated, especially since we are clearing votes on map update it will help with knowing when it deserves a proper lookat and when feedback is addressed.

This will require the trigger-submit endpoint to allow submit to be triggered when status is Submitted. This also affects the AOR system, this action should be disabled during AOR same as revoke.
