Currently there is no limit to submissions, and the api is open to the public web.

Here is my proposal to minimize shenanigans:

Maximum 20 active submissions per user
"active" means creation phase, users can submit more maps once they are accepted by map council
Normal users cannot remove their submissions from the "active" phase, only map council can do this

Users can still call the api as fast as they like, a rate limit may be necessary.
